In its decision no. 01000/4377-14/2023.bü, the Department of Economic Protection of the Economic Fraud Division of the Budapest Police Headquarters rejected the complaint filed against unknown person for the suspicion of misappropriation of funds resulting in particularly substantial financial loss due to the lack of suspicion of a criminal act.

The Integrity Authority has submitted a motion for revision against the decision of the investigating authority rejecting the complaint, and proposed that the decision of the investigating authority be abrogated and the investigation be ordered.

An article published on an online portal, which forms the basis for the complaint in the case, reads that a central budgetary body purchased one million PCR tests along with the related sampling tubes and swabs for a total of HUF 16,74 billion net from the company managed by the acquaintances of the director of the state organisation in question.

Based on the Authority’s motion for revision submitted on 23 January 2024, it can be established that the investigating authority had not conducted any investigative action in the case, while the decision rejecting the complaint is exclusively based on the content of the online article, which forms the basis for the complaint. According to the Authority, it is necessary to order an investigation to find out whether the purchase of such a large quantity of PCR tests at near-market (retail) price was justified and to clarify the selection criteria used for the conclusion of the contract with the supplier.
