Recommendations from Investigation No VIZSG/21/2024

The Integrity Authority conducted a targeted review of Project No GINOP5.1.115201500001, titled “Road to the Labour Market”, with regard to the Békés County Government Office as consortium member. 

The investigation aimed to explore whether the mentoring and career counseling services adequately contributed to the fulfilment of the project’s objectives, and whether the related public procurement procedure was conducted in compliance with the applicable legal requirements. As part of this procedure, the Authority examined the performance of the successful tenderer, the actual involvement of the professionals engaged, the control processes, any potential conflicts of interest, and the adequacy of the financial settlement documentation. 

The Authority found that the implementation of the relevant part of the project was in general compliance with legal and contractual requirements and did not warrant the initiation of irregularity proceedings. However, the Authority made a recommendation to enhance the transparency and clarity of the monitoring of training and mentoring activities.
