Overview

The report received on 16 November 2022 raised suspicions of irregularity concerning the procurement procedure of a conflict management training conducted by the
Municipality of Derecske.

The conflict management training discussed in the report was not accounted for in project no. EFOP-1.4.2.-16-2016-00027. The Authority therefore did not present any findings.

Measure, recommendation

The Authority draws the attention of the Managing Authority to the fact that if a payment claim is submitted for the conflict management training referred to in the report during the implementation of the whole
project, the body controlling the settlement of accounts should exercise particular care in verifying the regularity of the payment claim concerned.

If the regularity of the procurement cannot be clearly determined based on the submitted documents and available information during the control of the
settlement of accounts, the body controlling the settlement of accounts should take further procedural steps, including even on-the-spot inspections to verify
the regularity of the procurement.

The Authority draws the attention of the Managing Authority to the need to inform the Authority of the implementation of the procedural steps.
